I send an email to Barclay
To make the two messages at the bottom easier to read, I have typed them here. I wrote in the Barclay communication box:

It states "No Blackout Dates". I spoke with Frontier about a trip from Denver to Fort Myers, Fl. They told me that tickets were being sold on the flight I wanted, but it was highly unlikely that I would ever get a seat using my rewards because it was during spring break that I was intersest in. Yes I was trying to book about 6 months in advance. But Frontier said it was unlikely that reward seats would ever be released.
What is the difference between this an a blackout?
